The U.S Army Corps of Engineers, Savannah District intends to issue a sole source purchase order to Knudsen Engineering Limited, Perth Ontario, for 8 Mini Sounder Fathometers, part numbers D229-04855.  All survey vessels in the Savannah District are equipped with transducers and fathometers manufactured by Knudsen Engineering Limited and if purchased from other sources would encounter compatibility issues with the existing transducers.  Other sources were researched and their equipment did not have the capabilities required.  The Government intends to procure from only one source in accordance with FAR 6.302-1(a)(2)(iii)(B).  This is not a request for proposal.  A determination not to compete this requirement is within the discretion of the Government.  Interested parties that can provide an equal product must submit their technical capabilities to include technical specifications of their product, past performance information, price and delivery time.  This information will be reviewed by the Government technical representatives for consideration for future requirements.  Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.  All inquiries and concerns must be addressed in writing via email to Angela Brown, [email protected].  Telephone requests or inquiries will not be accepted.  Responses to this notice shall be received no later than 3:00 PM Eastern Daylight Savings Time, Thursday, April 30, 2009.
