Description
The Contracting Office on behalf of the National Archives and Records Administration, (NARA) Archives II film preservation laboratory in College Park Maryland intends to award a sole source contract under the authority of FAR 6.302-1 (c) which states that this authority may be used when "the use of such descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company for the following equipment:

NARA seeks a Sole Source delivery order for purchase of a specialized head and system for scanning optical soundtracks. This system will be procured from Audio Intervisual Design. (AID). The new system will be used with NARA's existing AID system already owned by the National Archives. NARA staff are already proficient with the operation of the existing OMA E scanning equipment and will not require retraining for use of the new specialized head for scanning optical soundtracks. AID is the only company who sells Sondor equipment in the US. NARA has not been unable to locate another manufacturer who would be willing or able to fabricate a printer head that would satisfy the technical specifications needed to match with the OMA E already owned and operated by the preservation laboratory. Market research was conducted through internet searches, speaking with various vendors, and by contacting trade organizations. There are no other North American distributors of Sondor's equipment in the United States.

This action will result in a Firm-Fixed Price contract with a total cost of $57,800. The NAICS code for this requirement is 519120 Motion Picture Film Libraries, Archives.

This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFQ will be available for competitive proposals.
