This notice advises that the 15th Contracting Squadron, Hickam AFB, Oahu, Hawaii, intends to use other than full and open competition to award a sole source firm fixed price contract to Island Conservation, 100 Shaffer Rd, Santa Cruz, CA, 95060, to conduct eradication of rats from Wake Atoll under the authority of FAR 6.302-1. Specifically, to conduct an aerial broadcast of rodenticide bait across the emergent land area, supplemented by use of bait stations and hand broadcast in and around the containment areas. This requirement is also to procure specialized rodenticide bait; provide a helicopter, pilot, bait bucket, and associated equipment required for aerial rodenticide application; procure all supporting equipment and supplies required for the eradication; assemble/stage supplies/equipment in Honolulu; support shipping/airlift operations to Wake; and provide all personnel required for the operation. Island Conservation is the only known responsible non-governmental US organization with the proven experience and expertise to conduct a full-island rodent eradication of this magnitude.
