Background: The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. Potential Vendor: -Reazon Systems, Inc., Santa Ana, CA, 92705
Intent to Sole-Source: USU intends to award a firm-fixed-price contract for an ePortfolio solution to Reazon Systems, Inc. USU seeks to procure a turnkey ePortfolio solution for its approximately 1,300 person student body. USU has operated Sakai since 2008. That implementation includes use of Sakai's Open Source Portfolio tool (OSP). In version 10 of Sakai, the community chose to deprecate the tool. USU continues to use that tool; however, continuing changes in the Sakai's code base make this use difficult to sustain. Upgrade to Sakai 12 is dependent on USU's migration off of its OSP. USU plans to seek proposals from qualified vendors to support USU's needs to integrate with Sakai for specific functions. The offered tool must comply with the Department of Defense's (DoD) Risk Management Framework, be locally hosted by USU, utilize an Oracle database to store data, and be entirely web-based. Offerors should be aware of DoD information security requirements, that USU will continue to use Sakai, and the tool must integrate with the USU's single sign-on solution.
Sole Source Justification: USU conducted market research on leading commercial vendors who provide academic institutions with ePortfolio solutions. A key performance parameter for USU is the ability to host the application within the USU's network. This enables USU security and network staff to monitor and secure the application. Cloud-based ePortfolio solutions are not compatible. The only qualified potential vendor capable of providing this capability is Reazon Systems, Inc.
In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential vendor could provide an on-premise ePortfolio solution. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
