The proposed contract action is for items for which the Government intends to solicit and negotiate with only one source, National Security Cyberspace Institute (NSCI), under the authority of FAR 13.106-1(b)(1). The specific requirement is for a 12 month enterprise subscription to the CyberPro newsletter published by NSCI. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for quotes. However, all quotes received by 8 Mar 2011, 4:00 pm MST will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon NSCI being the only provider that publishes a product that provides an open dialog on Cyberspace awareness and communications throughout the world. The CyberPro Enterprise Newsletter is proprietary to National Security Cyberspace Institute and can only be procured through this one source.
