The National Transportation Safety Board (NTSB) is an independent federal agency with the primary mission of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation-railroad, highway, marine, and pipeline-and issuing safety recommendations aimed at preventing future accidents.

The NTSB has a requirement for twenty (20) Citrix GoToMeeting Web Conferencing License renewals, located at the NTSB Headquarters at 490 L'Enfant Plaza East, SW, Washington, DC. This requirement is conducted in accordance with FAR 13.106-1(b)(1) - Soliciting from a single source. The NTSB intends to issue a sole source award to CDW-G. There will be a one (1) year base period and a potential of four (4) one (1) year option periods. The period of performance for this requirement is from September 30, 2013 through September 29, 2014 with a potential of (4) 12 month option periods.
 

CDW-G is the only known company authorized to provide Citrix GoToMeeting licenses and renewals. The technical risk would be significant if the NTSB were to receive services from an unauthorized service company. Citrix's warranties and discounted pricing will be nullified if licenses are acquired from unauthorized vendors.

Sources capable of fully satisfying the above requirements are invited to submit capability statements providing the Government the necessary information to determine actual capability. At a minimum, this information, which must be prepared specifically in response to this notice must include the following: (1) identification of company or organization; (2) an assertion of existing, full capability to meet proposed requirements; (3) business/contracts/marketing office point(s) of contact; (4) notification of business size and/or special status; (5) certification from Citrix Systems, Inc., affirming authorization to resell licenses and renewal packages for the GoToMeeting Software; and (6) any additional information that may be useful to the successful procurement of the requirements, if solicited. These capability statements shall be no greater than 5 pages plus web links and any specialized product descriptions. The statement should include only information that clearly demonstrates the respondent's capabilities, expertise, authorization certification to perform on stated instrument, and experience to perform the requirements described in this notice. General marketing material should not be included.

The NTSB prefers that companies do not submit proprietary material. However, the Government recognizes that proprietary data may be a part of your submission. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Parties must submit information within ten (10) days of publication of this notice. The NTSB will not return capability statements and the supporting documentation submitted in response to this notice. Telephone responses and inquiry will not be accepted.
