The Broadcasting Board of Governors, International Broadcasting Bureau,  (BBG/IBB) intends to award a non-competitive contract to Dalet in accordance with 41 USC 253 ( c) (1) other than full and open competition pursuant to FAR 6.302-1(a)(2)(ii), "only response source and no other supplies or services will satisfy the government requirements."  Dalet is the only firm capable of providing Upgrades to VOA IDAPS integration services, e.g. including the capability to modify existing proprietary software for new audio production systems.  The requirement will replace the old Dalet 51e system.  In the scope of this project Dalet will provide a variety of services to support replacement effort.  The service will include: 

•·        System Design

•·        Database and Data Migration from one system to another

•·        System Stress Testing

•·        Worflow Specification and Documentations

•·        Support for installation and configuration during system deployment

•·        Training

•·        Post installation on-site support

  The associated North American Industrial Classification System (NAICS) code for this procurement is 541511.

 All such capability statement for consideration must be received by the 2:00 pm est on 15 June 2012.  A determination by the Government not compete this proposed contract based upon responses to this Notice solely within the discretion of the Government.

Any information received from interested firms responding to this notice must be sufficient in detail to afford evaluation without added submission as the information submitted will be considered solely for the purpose of determining whether to conduct a competitive requirement.
