Base Notice: Notice of NIST's Intent to Negotiate on Sole Source Basis for delivery of a high-power laser-diode thermoelectric controller that meets the following specifications, to include a one-year warranty:

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Newport Corporation located at 1791 Deere Ave, Irvine, CA 92606 to purchase Part # 3700, Thermoelectric Temperature Controller, ±14A, ±24V, 336W, USB, High Power along with cable Part # 3150-02 Temperature Controller Cable, 3150/3700, D-Sub 7W2 Male to Bare Wire, and one-year warranty. Equipment shall be delivered 90 days from time of award.
The Material Measurement Laboratory's Gas Sensing Metrology Group (GSMG) is engaged with high precision and high speed spectroscopic measurements. To provide tight temperature control, a high-power laser-diode thermoelectric controller is required.
The sole source justification is based on the following:

1) Market research has shown that Newport Corporation's instrument is the only one that can provide the required power requirements.

2) Market research was conducted on several manufacturer models and evaluated. Only the Newport Corporation instrument was found to be able to provide the required power requirements.

The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 335999 with a size standard of 500 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 10:00 AM ET on Friday, August 27, 2018, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
