The Naval Air Systems Command (NAVAIR) intends to award a firm-fixed-price delivery order under Basic Ordering Agreement N00019-14-G-0004 on a sole source basis with Sikorsky Aircraft Corporation. This effort is only for the procurement of ECP 4046R1 AVC and DALS Retrofit Kits for delivery during Fiscal Years (FY) 2016 through FY20. The ECP 4046R1 retrofit effort encompasses the following: Incorporation of the AVC; Removal of unused Flight Management Computer (FMC) to FMC J3 Connector Cable; installation of Chip Detector Filter Line Wiring; and installation of DALS to enhance the operational and War Fighter capabilities of the MH-60S Block 2 and Block 3 aircraft. The contractor is expected to produce an estimated quantity of 64 kits. The Government technical team will perform the kit installations on the MH-60S Aircraft.

This action is being awarded on a sole source basis to Sikorsky Aircraft Corporation in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" because Sikorsky Aircraft Corporation is the only qualified source which possesses the technical detailed knowledge to produce the retrofit effort for the MH-60S Aircraft in a timely and cost effective manner. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
