The Commodity Futures Trading Commission (CFTC) intends to modify an existing Bloomberg Financial L.P. contract to add three (3) additional Bloomberg Shared (Terminal) licenses for the remaining period of performance on the contract (current period through June 30, 2024, as well as a final option period from July 1, 2024 through June 30, 2025.)

The Bloomberg Shared license provides direct access to Bloomberg information and data, as well as real-time mapping to Bloomberg news, contact information of Bloomberg user financial market participants, direct connectivity to Bloomberg exclusive news items and access to multiple wire services used in production of daily AM and PM Agency reports.  It also provides access to Bloomberg’s ancillary products, Bloomberg Government and Bloomberg Law.

There is no single source that provides all of the information that CFTC needs for market oversight. However, Bloomberg is a unique source for financial data (interest rate related products and CDS/CDX) that is critical to the CFTC mission.

The anticipated modification will be awarded on a sole source basis pursuant to FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.  The information required by CFTC is deemed available from only one source and there is no known alternative source for the information required by CFTC.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm EST, July 27 2023. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about August 1, 2023. The Government will not be responsible for any costs of preparation in response to this announcement.
