                                      Notice of Intent

The Biomems and Microsystems Metrology Division of National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Solartron Analytical, a division of Advanced Measurement Technology (AMETEK) of Oakridge, TN, USA for the purchase of a Galvano/ Potentiostats and Impedance Analyzer.

NIST's Biomems Division requires a Potentiostat and Impedance Analyzer to advance measurement science for flow measurement in microfluidic systems. An instrument with high versatility and high sensitivity in electrochemical / impedance system capable in providing automated redox process, ion and electron transport, impedance over a frequency range of 100s of KHz and electrical bias condition. Solartron Brand XM PSTAT is the only instrument that meets our requirement and it is the only device compatible to the other Solartron instruments currently installed at NIST. Furthermore, Solartron Brand XM PSTAT is the only instrument that will satisfy our unique requirement of 10-100s impedance of uohm to >100tohm. This Solartron potentiometer is the only known instrument with the highest precision, best current resolution possible (atto Amps) 150Aa with precision of +-0.1%.
Solartron Analytical a division of AMETEK is the sole manufacturer of their instruments. Their manufacturing techniques and technology is proprietary.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 14, 2015 will be considered by the Government.
