The CONTRACTOR shall provide all tasks as defined in the SOW. See attached SOW for further details.
Tasks
Using an instrument such as a Veris machine, collect data on the fly with the following requirements:
- Swath Width = 30 ft.
- Data to be collected
~ ECa shallow (0‐1 ft.)
~ ECa deep (0‐3 ft.)
~ pH
~ Organic Matter
~ Elevation
Notify USDA‐ARS‐Central Great Plains staff of sample locations for samples used for calibrating the data for pH and organic matter. ARS‐Station staff will collect the samples have them analyzed and report the results to the contractor for calibration of the dataset.
Deliver the raw data (post calibrated) via email to [email protected]. The data file should include the above data with the corresponding longitude/latitude in at least an Excel or csv file format.

The source selection procedures to be used will be lowest price technically acceptable (LPTA). Technical acceptability will be determined by the following factors:
(i) technical capability of the item offered to meet the Government requirement;
(ii) price;
(iii) past performance (see FAR 15.304);

The Government anticipates award of a firm fixed price contract on April 10, 2017.
As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA/ARS will provide no hard copies.
