The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a Sole-Source Basis with Systems Research and Applications Corporation, doing business as (dba) SRA, 4300 Fair Lakes Court, Fairfax, VA 22033 for TaskForce GangNet Maintenance Services. These services are an integral part of the ATF GangNet application. This software is required for the continued operations to prevent violent crime of gangs, supporting ATF intelligence and field operations. SRA International, Inc. is the sole source provider of the TaskForce GangNet Application. They provide the maintenance tool, technical and email support upgrades for the maintenance period of one year from the calendar date of the software acquisition. Maintenance is required to leverage the substantial investment made by the government. Upgrades allow our organization to stay up to date with the latest software improvements that SRA International, Inc. develops.
This notice of intent is not a request for competitive proposals. A determination to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. There is no solicitation available for this requirement. This requirement will be awarded through the Simplified Acquisition Procedures under FAR Part 13.
