The Clinical Center at the National Institutes of Health, Department of Clinical Research Informatics intends to negotiate on a sole source basis, under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 a contract for 10x7x365 application support based technical support for the 24x7x365 license renewal and telephone based technical support for the HealthVision Cloverleaf Interface Engine. Currently the Clinical Center utilizes HealthVision's Cloverleaf application as its HL7 interface engine. The HL7 Interface system is the central link between the Clinical Research Information System which is the core Hospital Information System and the Ancillary Systems such as the Laboratory Information System (LIS), The Radiology Information System (RIS) as well as several other systems. Order request and their subsequent results are all sent via HL7 (standard format for hospital systems) through the interface engine to and from the ancillaries and core system. This function is vital to the care and treatment of the Clinical Centers patients. This system must work flawlessly 24x7x365 and when it stops working it is critical that we have the ability to contact HealthVision for technical support.
