The Government intends to negotiate a sole-source contract for the purchase of the items described above. The identified sole-source provider/producer of the software.

The supply to be acquired is CBT Nuggets hardware (server) and licenses. CBT Nuggets is a trusted producer and distributor of IT training videos for Microsoft, Cisco, CompTIA, Citrix and other vendors and technologies. The CBT Server is an on premise device that will provide Computer Based Training modules covering a large range of technical topics, of which most are employed across the USAF enterprise network. The CBT Server provides many CBTs on topics that are not covered by the USAF enterprise AF e-Learning platform. The required CBT Nuggets hardware and software is highly specialized, in that it does not face the external internet, physical media is preloaded on the CBT Nuggets device without having to access training externally through 3rd party sources via commercial internet. This removes security threats and removes the need for the use of additional bandwidth in the Area of Responsibility (AOR) which is not feasible or practical to reach the needed commercial training. It also allows for an unlimited number of users to be assigned and rotated through thus reducing license and training costs.
The Government has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the requirements including costs related to training, installation, software development, engineering, maintenance, and support.
This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to [email protected]. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
The Government anticipates an award date on or before 30 September 2016.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
