Specifications:
1. Be able to withstand high speed impacts 40+mph and be reassembled quickly and easily (<20 minutes) without additional material costs
2. Be able to be fully assembled in less than 20 minutes
3. Meet current EURO NCAP standards with respect to stationary surrogate vehicle targets.
4. Exhibit realistic visual, RADAR, and LIDAR spectral reflectivity.
5. Capable of being used as a free standing (static) target.
6. Capable of mounting to a range of low profile robotic target movers such as described in NHTSA's "Initial Functional Requirements of a Next Generation Principal Other Vehicle for Crash Avoidance System Testing" (not yet released publicly).
Purchase contract should include instruction/training for ATC personnel in assembly, maintenance and storage. Contract should also include technical support.
The Government intends to award a Firm Fixed Price Sole Source Contract to Dynamic Research Inc. The Associated North America Classification Systems (NAICS) Code is 541715 and the Business Size Standard Size is 1000.
All responses received within seven (7) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
Interested persons may identify their interests and capability to respond to this requirement no later than 4:00PM Eastern Time, Tuesday November 25, 2017. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
