This Sources Sought notice is a request for information to be used for preliminary market research and planning purposes only. The Government is seeking responses from contractors interested and capable of performing the required services. No proposals are being requested or accepted. This is NOT a solicitation and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of interested parties including Small Business (SB); 8A; Historically Underutilized Business (HUBZone); Service-Disable Veteran-Owned Small Business (SDVOB); and Women-Owned Small Business (WOSB).
The Siuslaw National Forest expects to solicit for Snowy Plover Habitat- Mechanical Dune & Vegetation Restoration services. This project is primarily focused on restoring and maintaining breeding and wintering habitat for the western snowy plover bird. Objectives include creating, improving or maintaining open sand nesting habitat for the Federally threatened snowy plover within beach sand dune areas on the Central Coast Ranger District/Oregon Dunes National Recreation Area (CCRD/ODNRA), Siuslaw National Forest within Lane, Douglas and Coos Counties, Oregon.
The Stewardship Contracting Branch anticipates awarding a Firm-fixed price service contract.
In order to determine the extent of industry interest and capability, interested parties must submit by email to [email protected]. Responses are due by September 8, 2021/ 2:00pm MST). The responses shall include:
1) Name of Firm, Point of Contact, Mailing Address, Telephone Number, and DUNS number.
2) Identification of the appropriate small business eligibility as determined by the NAICS size standards, the Small Business Administration and registration in System for Award Management (SAM), including SB, HUBZone, 8A, SDVOB and WOSB.
3) A brief description of experience providing this type of services including dollar value of previous work performed within the past three years.
Habitat Restoration;
There are two main categories of tasks: 1) Vegetation and Sand Removal and 2) Equipment Requirements & Operation.
This project is expected to start approximately October 2021 through 1 March 2022.
Brief Description of Work: Consists of providing equipment necessary for controlling and removing European beachgrass and other unwanted vegetation including, but not limited to, Scotch broom and small conifer trees. Work will consist of maintaining existing nesting and overwash areas by scalping and burying beachgrass hummocks as well as lowering the height of previously untreated sections of foredune. Untreated dunes will vary in height from 8-55 feet. It includes creating, improving or maintaining open sand nesting habitat for the Federally threatened snowy plover within applicable beach sand dune areas. Beachgrass excavation will occur a minimum of 2’ below the dune surface to prevent re-growth. Sand removed will be pushed into untreated dune areas directly adjacent to the work area or used to fill in low, scoured out areas within the nesting habitat or foredune area.
