The Federal Communications Commission (FCC) intends to purchase a sole source subscription for SNL Kagan to S&P Global Market Intelligence which provides industry-specific financial data from over 6,500 public companies and over 50,000 private companies. SNL Kagan provides subscribership and ownership data for a wide variety of media companies, and this data are essential for our analysis and regulation of industries relevant to the FCC's mission. SNL Kagan provides capabilities needed by the FCC that are not available from any other source. Our ability to provide data and analysis for the Commission and for rulemakings would be severely adversely affected without access to SNL Kagan. Without this data source, our ability to perform the analyses critical to our function will be made substantially less efficient or, in some cases, impossible.

This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source basis is made under 41 U.S.C. 253 (c) (1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. Any challenges to this sole source requirement must be received by July 13, 2018 NO later than 10:00AM Washington D.C. eastern local time, in writing, and sent to [email protected] and [email protected] in order to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.

The FCC has already identified that there are no other capable sources, and the FCC will issue a Firm-Fixed Price Purchase Order to S&P Global Market Intelligence, DUNS: 079460720.
