NOTICE OF INTENT This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.302-1 other than full and open competition. The U.S. Department of Energy (DOE), Office of Energy Policy and Systems Analysis (EPSA), intends to award a sole source contract to S&P Global, Inc. for SNL Energy online subscription services to support EPSA Programs. SNL Energy is the premier provider of breaking news, financial data and expert analysis on business sectors critical to the global economy. SNL Energy integrates news, data and research in real time for the electric power, natural gas and coal industries, on Web- and Excel-based platforms. The subscription will include services for SNL Unlimited platform. The potential period of performance for this contract is 04/01/2017 to 03/31/2020 which includes one base year and two option periods. In accordance with Competition in Contracting Act, 41 USC 3304 , as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information, which shall be considered by the requesting agency, within fourteen (14) calendar days of publication of this notice. Responses must be in writing and delivered by e-mail to the Contract Specialist at [email protected]. The e-mail shall contain the following subject line: Response to Notice of Intent – DE-SOL-0011016. Please submit all information no later than March 30, 2017, 02:00 PM Eastern Time. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
