THIS IS NOT A SOLICITATION. This is a Sources Sought announcement only. This is not a request for quotes (RFQ), invitation for bid (IFB), request for proposal (RFP), request for application (RFA) or an announcement of a solicitation and does not assume the government will award a contract or proceed with any of the above solicitations in the near future.This synopsis is issued for the sole purpose of the 55th Contracting Squadron to conduct Market Research in accordance with FAR Part 10.

GENERAL DESCRIPTION: This acquisition is for telephone support/counseling for smoking cessation program. Contractor shall provide a live operator and a toll-free tabacco cessation quit-line. Each caller receives individualized tabacco cessation counseling and a free packet of information outlining the cessation process. Services provided Monday - Friday, 0900-2300. Period of performace 1 Mar 2009 - 31 Apr 2010. Request two options years. Contractor must be able to perform with the scope of the attached statement of work (SOW). If a suitable substitute is offered it will be subject to technical evaluation. The government is not bound by the contractor's interpretation of a suitable substitution.

This Sources Sought should not be construed as a commitment by the Government for any purpose. Any information submitted by respondents to this sources sought is strictly voluntary and any offer submitted by such a firm will be evaluated without prejudice. The Government will not pay for any information that is submitted by respondents to this Sources Sought. Offerors should indicate their intent to submit a quote if a Request for Quote is issued and if their company will be a prime contractor, subcontractor, teaming partner, etc.
