This is a COMBINED SYNOPSIS / SOLICITATION for commercial forestry services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) AG-82X9-S-14-9001. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-70 and are available in full text through Internet access at http://www.acquisition.gov/far.

This solicitation and any resultant Integrated Resource Service Contract (IRSC) is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government's method of trading goods for services.

All future information about this acquisition, including amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Respondents are required to be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. This solicitation is a full and open competition; all responsible sources may submit a response to this announcement which will be considered by the Government.

The United States Forest Service requires performance of the work described in these documents to alter existing forest stand structure and fuel loading in preparation for prescribed burning by the Forest Service. The timber harvest and removal requirements of this contract, including all specifications and requirements for road maintenance and construction of temporary roads, are in Appendix B of this solicitation. Slash treatment associated with timber removal is also detailed in Appendix B. The fuels treatments are contained in Appendix A and shall be accomplished through methods such as machine tree falling, mastication, hand tree falling, and/or removal of non-commercial fuels. The Contractor shall determine the specific means for accomplishing these requirements within the stated specifications.

Proposals are due for this combined synopsis/solicitation on January 6, 2014 at 3:00PM Mountain Time and shall be delivered by the specified time to the USFS, 2250 Highway 50, Delta CO 81416. Facsimile proposals will not be accepted. Proposals may be submitted electronically to [email protected]. Offers shall be submitted on the SF 1449.

The Government will award one contract resulting from this solicitation to the responsible Offeror whose response best conforms to the solicitation and which will be the most advantageous to the Government, price and other factors considered.
