The Department of Homeland Security (DHS), Office of Procurement Operations intends to award a sole source contract to the Washington Metropolitan Area Transportation Authority (WMATA), 600 5th Street, NW, Washington, DC 20001.  The sole source determination is made in accordance with Federal Acquisition Regulation (FAR) 6.302-5 Authorized or required by statue.  In accordance with Executive Order 13150 Federal Workforce Transportation dated April 21, 2000, DHS has a requirement to provide federally subsidized mass transit benefits to DHS employees who use Metrorail, Metrobus, qualified vanpool services, Virginia Railway Express (VRE), Maryland Area Regional Commuter (MARC) train, and commuter buses.  This synopsis is a notice of intent to issue an award using other than full and open competition, and should not be considered as a request for competitive proposal.  Interested parties may identify their interest and capability to respond to the requirement.  A determination not to compete this proposed contract action is solely within the discretion of the Government.  The Government intends to award an Indefinite Delivery Indefinite Quantity contract for a 1 year Base Period, and (4) 1 year Option Periods.
