This is a pre-solicitation notice for a Smart Irrigation System at Fairchild AFB, WA and is solicited under solicitation number FA4620-12-P-A033. This acquisition will be solicited using FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation Procedures. The requirement consists of purchasing hardware and software components to update the currently antiquated irrigation systems to a smart irrigation system base-wide. Work includes, but is not limited to, providing and installing all required parts to include controller software & hardware; replacing or modifying irrigation controllers as needed; installing environmental sensors (such as rain, wind and soil moisture); field (timer) controllers, connecting controllers to central control system; and restoration of site in any areas disturbed by work performed.

Fairchild AFB will award a contract using a best value continuum with the selection criteria limited to price and recent/relevant past performance. Each of these grading factors will be approximately equal to the other. This procurement will be awarded as a fixed price commodity with installation contract. The applicable North American Industry Classification System (NAICS) code is 332919 (Other Metal Valve and Pipe Fitting Manufacturing) with a small business size standard of 500 employees. The solicitation will be issued on or about 7 February 2012 on Federal Business Opportunities (FBO) at www.fbo.gov. The closing date and time for submission of offers will be contained in the solicitation package. Once the solicitation is posted it is incumbent upon the interested parties to review www.fbo.gov frequently for any updates/amendments to any and all documents. All prospective offerors must be registered in Central Contractors Registration (CCR) at www.bpn.gov. Lack of CCR registration will make an offeror ineligible for award.
