The United States Department of Agriculture, Natural Resources Conservation Service is seeking a Contractor to provide all labor, equipment, materials, and supervision to complete Smallwood WRP (Ducks Unlimited) Restoration Construction Project in Lamar County, Texas.
SCOPE OF WORK: Works consist of constructing dike (earthfill), and water control structure I(corrugated metal pipe, concrete, and earthwork) to restore a wetland area. All work shall be done in accordance with the DUCKS UNLIMITED TECHNICAL SPECIFICATIONS FOR THE SMALLWOOD WRP (TX-123-015), DRAWINGS, CLAUSES, PROVISIONS, AND WAGE RATES AND SHALL BE COMPLETED WITHIN 29 CALENDAR DAYS.
DESCRIPTION OF WORK: The work of this section shall include the supply of all labor, material and equipment:
Specification for Mobilization. To transport all needed labor, material and equipment to and from the project site (See Specifications TX-123-015, for full details).
Specification for Embankment Construction. Works consist of construction of levees, backfilling around pipes and water control structures, and leveling and trimming of embankments and borrow areas.
Specification for Water Control Structures. Work consist of coupling the structure to the pipe; excavation; bed preparation; installation of culverts, structures, an associated hardware as shown on the plans,

TIME FRAMES/DATE. Performance time, including mobilization is 29 calendar days. Estimated Period of Performance August 16, 2010 through September 14, 2010.
PRICE. The Government estimated price range for the project is between $25,000 to $100,000.
This acquisition is being conducted in accordance with FAR Subpart 6.1 and 6.4. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction, which is $20.0 million average annual income.
SUBMITTAL REQUIREMENTS. This is REQUEST FOR QUOTATION (RFQ) PROCUREMENT. Interested and qualified firms must submit their bid no later than 3:00 pm, August 9, 2010 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed in this notice.
All contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration, go to the CCR Web Site at www.ccr.gov.
