The U.S. Secret Service (USSS) intends to negotiate on a sole source basis with Heckler and Koch Defense Inc., Ashburn, VA 20147, for the purchase of ammunition: 1) 32-H&K Submachine Gun, Model MP5A3 (NT), Caliber 9 x19MM, Part #090019-A5, Retractable Stock, Navy.  Trigger Group, Operator's Manual, supplied with one 30-round magazine and sling. 2) 96- H&K MP5 30-Round Magazine, 9MM, Part #215608. 3) 40- H&K MP5 Dual Magazine Clamp, 9MM, Part #222144.  4) 32- H&K MP5, Beta Front Sight Blade with Tritium Dot (Includes Ring), Part #700126.  5) 32- H&K MP5, Beta Rear Sight with Tritium Dots, Part #708038.  The USSS requires replacement weapons.  The magazines, clips and sights required must be identical and consistent with the current inventory.  The USSS requires a 60-90 day delivery date.  As of this date the only manufacturer who can produce the ammunition that conforms to USSS specifications and is able to deliver the ammunition with the specified time frame is Heckler and Koch. The Government intends to solicit and negotiate with one source under the authority of FAR 6.302 Circumstances Permitting Other Than Full and Open Competition.  A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government.  This is not a request for competitive quotes.  Request to be considered must include a full capability statement and must be received no later than Monday 22 September 2008 at 5 pm EST.  **Questions must be emailed to Susan Papa-Provost at [email protected] or David Dawson at [email protected] later than Monday 22 September 2008 at 5 pm EST.  Questions received by fax or telephone will not be accepted or acknowledged.   The Government anticipates an award date on or about Friday September 26, 2008.  The Government will not be responsible for any costs in preparation of responses to this announcement.
