The Naval Air System Command (NAVAIR) intends to issue an order under Basic Ordering Agreement, N0001917G0014 with EFW, Inc on an 'other than full and open' competitive basis for the procurement of:  The Active Matrix Liquid Crystal multi-function displays for the V-22 pilot and co-pilot displays, known as SLIM MULTI-FUNCTION DISPLAYS, Elbit Part Number 83938A-00.  This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  EFW is the Original Equipment Manufacturer (OEM) of this part and as such, is the only source with the necessary access to the technical data and requisite expertise to perform the contemplated effort with the required schedule.
