The United States Geological Survey (USGS) intends to award a non­competitive, firm fixed-price contract to Seafloor Systems Inc., located in El Dorado Hills, CA for an annual Service Level Agreement (SLA) to update and maintain TP-20 Teledyne Reson Seabat software.  The SLA is to be delivered to Woods Hole, MA and will cover the 12-month period: 10/01/2018 to 09/30/2019.  There are no option periods.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1) “Only One Source Reasonably Available”. All responsible sources may submit a proposal or capability statement by no later than 31 August 2018, which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An award will be made on or about 15 September, 2018.

Teledyne Reson maintains proprietary rights to the Seabat T20-P multibeam echo-sounder series software and hardware. Products are distributed through one U.S. vendor; Seafloor Systems, Inc.

Pursuant to FAR 5.102 Availability of Solicitations, the justification for other than full and open competition will be made available within 14 days after contract award.
