This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  This solicitation, W912LP-16-Q-3016, is being issued as a Request for Proposal (RFP).  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89, effective 14 July 2016.  The NAICS for this acquisition is 541890 with the small business standard of $15,000,000.00. This procurement is unrestricted. Basis for award is Best Value. The following commercial services are requested in this solicitation:

Contractor shall provide Sky Banner Mall Advertising services in the Jordan Creek Town Center shopping mall, located at 101 Jordan Creek Pkwy, West Des Moines, IA 50266, in accordance with the attached Performance Work Statement (PWS) (reference Attachment #1). Contract line item numbers (CLINS) and quantities are as follows: 

CLIN 0001, Sky Banner Production/Installation: Within 30 days of award date, QTY: 0002
CLIN 0002, Sky Banner Advertising: Four (4) months from installation date, QTY: 0004
CLIN 0003, Contractor Manpower Reporting (CMR), (completed NLT 31 Oct 2016), QTY: 0001
CLIN 0004, Contractor Manpower Reporting (CMR), (completed within 30 days after end of advertising period), QTY: 0001

Proposal prices for the CLINS above shall be firm fixed prices inclusive of all labor, materials, travel, taxes and fees, supervision, and associated services required to perform the services as defined within the Performance Work Statement (PWS).

PROPOSAL SUBMISSION REQUIREMENTS: Offerors shall provide the following information with their proposals.
1. All proposals shall reference RFP number W912LP-16-Q-3016.
2. Pricing for each line item identified above (0001 - 0004).
3. Documentation of vendor's capability to install advertising in the Jordan Creek Town Center shopping mall
4. Completed FAR 52.209-11 and 52.212-3 Alt I certifications, IF not completed/current within offeror's SAM profile
5. A list of 3-5 references for work of similar scope completed within the past two (2) years, to include Referenced Agency/Organization Name, Point of Contact (POC) Name, POC phone and email, and brief description of work completed and contract value. Information obtained from Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS) and/or offeror's references may be used to evaluate offeror's past performance.
