NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER: The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to SKC, Inc. for air sampling pumps that meet the specific back pressure capabilities that these pumps offer at high and low flow rates. The air sampling pumps need to meet the following requirements: constant flow from 20 to 500 milliliters per minute. The ability to correct for changes in back pressure, temperature, and atmospheric pressure using an isothermal sensor. This isothermal sensor should be able to flow correct changes in temperature (32 to 113 F) and ambient pressure up to 15,000 feet and down to 4,500 feet below sea level to enable measurement in extreme environments such as mines and high elevation settings. The battery must be a removable Lithium-ion battery which will allow for extended run times up to 15 hours in duration. The case must be an armored polycarbonate rubber anti-static over-molding. The pump must be able to communicate with existing and approved Data Trac Pro PC software for easy pump and data management. The pump must be able to compensate for high back pressures that are introduced by sample media such as sorbent tubes in the constant flow mode. The equipment must be able to compensate 1 to 20 inches of water back pressure ranges. The equipment should be able to operate up to 15 hours at 500 milliliters per minute on battery power. The pump must detect flow faults and have a restart mode if a fault is detected. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) business days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
