DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR)
Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to Aerosystems International, Inc. This acquisition is restricted. The NAICS code is 511210.

The AFFTC has a requirement for a SIRSIDynix Workflow software maintenance license. The SIRSI Workflow software is used to conduct all library automated operations, from cataloging materials to managing customer's accounts. The SIRSI Workflow software is still being utilized, and the SIRSI Workflow software maintenance license is required in order to not have a break in service.

It has been determined that SIRSIDynix is the only source capable of meeting the requirement. The software maintenance license provided by SIRSIDynix is the only commercially available software maintenance license that has access to the proprietary software developed by SIRSIDynix. This unit is also the only known system that can meet the requirements of the AFFTC.

Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is May 16, 2011. Responses must be received no later than (NLT) 3:00 PM, Pacific Standard Time, May 13, 2011. Responses should be submitted via: e-mail [email protected].

This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
