The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-12-G-0006 with the Bell-Boeing Joint Project Office on an 'other than full and open' competitive basis to provide additional Suite of Integrated Radio Frequency Countermeasure (SIRFC) kits and installations to complete fleet retrofit of the CV-22 Osprey. These requirements will be procured in accordance with FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements.
Bell-Boeing possesses the requisite knowledge and expertise required to incorporate the SIRFC retrofit changes onto the CV-22, in an expeditious manner, without impacting cost and schedule. Bell-Boeing is the sole source managing database requirements for the MV/CV-22.
