1. Description of supplies/services to be acquired:
a. The Community College of the Air Force (CCAF) requires a continuation of annual maintenance and support for the mission-critical Singularity software system. This system is used by CCAF to scan and archive more than 60,000 paper transcripts annually and is a vital part of daily CCAF mission operation. CCAF requires the following deliverables:

b. Hershey Business Systems Inc (HBSI, now Hyland Software Inc, HSI) was previously awarded a contract to deliver the web-enabled, enterprise-wide transcript processing and access management system known as Singularity. This software system enables CCAF to automate the processing of approximately 60,000 inbound paper transcripts each year, supporting the CCAF mission of providing more than 17,000 students annually with an Associate in Applied Science (AAS) degree in their career field. This software system integrates with the CCAF Student Transcript Administration and Record System (CCAF-STARS) to facilitate graduation consideration. This software must be licensed annually and maintained through software updates, patches and additional capabilities. As developer and sole owner of the software, HSI is the only provider for this license and the software updates, patches, and additional capabilities required to meet CCAF mission needs as well as the security requirements imposed by the Air Force and Department of Defense.
If the annual maintenance contract is not awarded CCAF will be unable to use the system and will be forced to resort to manual processing requiring civilian personnel overtime charges. This will slow down the transcript evaluation process, resulting in fewer students graduating annually. Since a CCAF degree is required for certain assignments and for promotion to higher enlisted ranks, failure to receive a degree due to the inability of CCAF to process legitimately-provided transcripts significantly harms enlisted career prospects.
c. In FY11 CCAF prepared a major project proposal for Air University (AU) consideration to provide the required system capabilities natively within the existing AU-developed STARS system. Successful completion of this project would result in decommission of the Singularity system and elimination of the sole source support contract. After careful consideration of the costs and benefits of the proposed project, AU has directed CCAF to continue with the existing annual license maintenance contract and will consider the project for funding during FY12. CCAF will additionally continue to monitor on-going advancements and design innovations in the commercial computer software industry for future changes.
2. Statutory Authority Permitting Other Than Full and Open Competition:
This requirement is issued pursuant to 10 USC 2304(c) (1), as set forth in FAR Part 13.106-1(b), "For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization)."
3. Required delivery date for supplies or the period of performance for services.
The required delivery date for this contract will be 1 July 2011.
4. Total estimated value of this requirement is $83, 180.23.
