This amendment dissolves the small business set-aside.  All responsible offerors are permitted to respond.  Response date is extended.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

Solicitation number 12349B19S9796 is being issued as a request for quotation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03.  NAICS 541714. Contractors are responsible for reading and complying with this entire combined synopsis/solicitation and monitoring website, http://www.fbo.gov for any additional information relating to this requirement.

Submission of quotations to include all information requested shall be in accordance with the instructions identified in this document. Businesses with the demonstrated capability to meet Performance Elements and Benchmarks and financial capacity to provide specified line item in accordance with the delivery schedule are invited to respond to this request.

Statement of Work: The USDA ARS National Center for Cool and Cold Water Aquaculture requires single nucleotide polymorphism (SNP) genotyping of 1,920 rainbow trout DNA samples using Axiom myDesign TG arrays for single nucleotide polymorphism (SNP) genotyping in rainbow trout in the 384-well format (O_my_50K; Catalog Number 550571; https://www.thermofisher.com/order/catalog/product/550571?SID=srch-srp-550571 on the GeneTitan Instrument or equal. Deliverable will include the genotyping data for all samples and raw data files in .cel format (CEL files). Contractor shall provide all services, supplies, equipment and facilities necessary to provide the deliverable specified in accordance with the terms, conditions, and specifications contained in this document.

Required Performance Elements and Benchmarks:
1. Amount of DNA per sample required is at least 200 ng of total rainbow trout genome DNA;
2. Minimum sample pass rate of 95%;
3. Minimum average SNP call rate of passing samples must be a minimum of 99%;
4. Minimum of 95% of SNPs must have SNP call rates greater than or equal to 97% over the passing samples;
5. Vendor must have a fully integrated LIMS (Laboratory Information Management System) for sample tracking to ensure that there are no errors in matching the genotypes to the samples;
6. Vendor must provide barcodes or barcoded plates for the DNA samples;
7. Vendor must have in place a series of quality control (QC) steps during the SNP genotype processing;
8. Completion and return of required data is required within 30 days of DNA samples receipt.

Government samples will be provided on or before September 16, 2019. Period of performance is 30 days from receipt of samples.

Deliverable will include the genotyping data for all the samples and the raw data files in .cel format (CEL files). All data must be provided via secure portal download or in external hard drives delivered FOB Destination to the USDA-NCCCWA, 11861 Leetown Road, Kearneysville, WV 25430. The order number shall be included on all documentation and shipment. Completion and return of deliverable is required within 30 days after receipt of all Government provided samples. INSTRUCTIONS FOR SUBMISSION OF QUOTATION - Quotations must be valid through September 06, 2019 and shall be submitted to the attention of: Timothy Smearman, USDA ARS Administration Office, 2217 Wiltshire Road, Kearneysville, WV 25430 or by email to [email protected] and be received prior to the closing date/time.

Offeror certifies, by submission of quotation, that registration in SAM is current to include Online Representations and Certifications as of submission date of quotation.

** OFFERORS SHALL SUBMIT THE FOLLOWING:
(a) Submit documentation showing technical capability to meet or exceed Performance Elements and Benchmarks identified above.
(b) Submit Firm Fixed Price quotation valid through 09/06/2019 for Schedule Line Item delivered FOB Destination inclusive of all costs.
(c) Submit DUNS# with quotation.
(d) Submit two separate Past Performance References with contact information for two recent contracts (within past year) of contracts similar in scope of this requirement.

Pending availability of funding, the basis for any potential award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the lowest evaluated price (evaluated as total cost of all line items) technically acceptable quotation that fully meets all specifications and having satisfactory past performance. Only the lowest priced quote will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned quote is not found technically acceptable (and so on). Only one award will be made under this solicitation based on availability of funding.
