The United States Department of Agriculture(USDA),The Grain Inspection, Packers and Stockyards Administration GIPSA), intends to issue a sole source purchase order with Perten Instruments, for the purchase of a Single Hardness Tester SKCS 4100. The Single Hardness Tester SKCS 4100 is a patented, proprietary instrument that was developed and calibrated by Penten in collaboration with ARS and FGIS.

The proposed contract action is for equipment for which the Government intends to solicit and negotiated with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Simiplified procurement procedures will be used as well as commercial item acquisition procedures per FAR 12.
