Notice of Contract Action (NOCA) for Symvionics, INC
The Air Force Test Center (AFTC), 772 Test Squadron/Electronic Warfare Operational Support Group have a requirement for the upgrade of their simulator cockpit, service maintenance. The TEMS Flight provides real-time man-in-the-loop and non-real-time constructive simulations to support test and evaluation. These simulations are primarily used to reduce risk and increase confidence in test techniques associated with flying qualities envelope expansion and avionics systems test. The simulations also allow for weapon systems evaluations, engineer training, pilot/vehicle interface assessments, accident/anomaly investigations, parameter sensitivity studies, test mission planning and complex mission rehearsal dry runs. These engineering assets enhance the ability of the Air Force to carry out developmental and operational test. The AFTC provides modeling and simulation capabilities in support of all phases of the aircraft/weapon systems acquisition test and evaluation. This effort will provide for the systems and software engineering support services necessary to complete the upgrade of the MFS #1 and #2 cockpits. Please note that the below materials are incidental to a GSA Limited Sole Source Purchase. In accordance with FAR 8.402(f) procedures, the incidental open market materials are posted as below.
The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 8.402(f). This authority is supported by an approved Sole Source letter. It is the Government's intent to proceed with this sole-source action with Symvionics. The applicable NAICS code is 541330. The size standard as defined by the U.S. Small Business Administration is $35,500,000.00.

The anticipated contract will be a Firm Fixed Price (FFP) Commercial Purchase Order.
Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to the upgrade to the simulator matching the above specifications. Responses may be sent via e-mail to [email protected]. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 23 November, 2012, a Limited Sole Source purchase order will be pursued with Symvionics through GSA Contract No. GS-23F-0357N.
