The US Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source modification for an increase in scope for the Office of Pesticide Programs (OPP) Biological and Economic Analysis Division (BEAD) under the authority of FAR part 6.302-1to Doane Marketing Research Inc. for Strategic Information for Global Markets in Agrochemical pesticide usage studies. The EPA requires studies containing information on international pesticide market survey data for the years 2005-2007. The international market studies should provide current data for herbicides, insecticides, fungicides and other pesticides used on various agricultural sites. NO SOLICITATION OR REQUEST FOR PROPOSAL (RFP) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Doane Marketing Research Inc. is the only source for this data that meets the Government’s requirements. Notwithstanding, any firm that believes it is capable of meeting EPA’s requirement as stated herein, may submit its capability by 12:00 PM on Friday, May 8, 2009, which may be considered by the Government. A determination not to compete the increase in scope based upon the responses to this notice is solely within the discretion of the Government.
