Fort Belvoir Community Hospital has a requirement to procure the Symbia Evo system, which is a variable angle dual detector SPECT imaging system with an open gantry designed to maximize patient comfort and fast data acquisition. The government intends to procure this item on a sole source basis from Siemens Medical Solutions USA, Inc. because preliminary market research indicates that only Siemens Medical Solutions, as the manufacturer of the system, can provide the required capability, in that only its system, with an exclusive add-on Productivity Package (which includes Automatic Quality Control, Integrated Collimator Change, and Automatic Collimator Exchange) optimally provides fast data acquisition speeds while maximizing patient safety and comfort. Further, this system has HD detectors with 20-26% higher extrinsic sensitivity that provides better image quality in the same scan time as leading competitors, allowing for faster imaging, thereby increasing patient throughput and technologist productivity for an overall improved workflow process. This selection is also being made based on a need of standardization in order to maintain consistency between studies and within the National Capital Region.

This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized procurement of this item under other than full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted for future similar requirements. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
