The Air Force intends to modify Siemens Government Services contract FA8202-11-M-0002. The contract was awarded on a sole-source basis to renew Siemens NC, Schematics and TeamCenter Licenses and associated technical support which is used to sustain the Enhanced Wing Assembly CAD modeling system, provisioning data, and TeamCenter database.

Based on FAR 6.302-1(b)(2) - Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Siemens NX, Schematics and TeamCenter software is proprietary to Siemens and is already fully integrated as an engineering tool by the A-10 Program Office. The Siemens software products used by the A-10 Program Office are commercially available off-the-shelf (COTS) application sold through Siemens Government Services. Siemens Government Services branch manages the purchase and yearly maintenance renewal process for all DOD users of these COTS applications. Siemens does not authorize other companies to sell their software, provide yearly maintenance or technical support.

In accordance with FAR 5.201(b)(ii), synopses of proposed contract actions is required for modifications to an existing contract for additional supplies or services that meets the threshold in 5.101(a)(1). In accordance with FAR 5.203(b), a solicitation response time will be established to afford the potential offeror a reasonable opportunity to respond.

The contract will be modified to incorporate 537 licenses to the existing current contract of 63 licenses for a total of 600 licenses. CLIN 1008 will be added to support the additional licenses. The anticipated period of performance for CLIN 1008 is 1 May 2013 to 30 Jun 2013 to the current option. The modification will also include CLIN 2008 and 3008 for the remaining two one (1) year options.
