This is a notice of intent to award a sole source purchase order to EMS Innovations, Inc. for the purchase of two Siemens ACUSON P10 Pocket Ultrasound devices. This action is being performed in accordance with FAR 13.106-1(b)(1) which states, "For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available". A sole source justification has been approved by the contracting officer. The Siemens ACUSON P10 Pocket Ultrasound device is considered a commercial item in accordance with FAR 2 and will be purchased using the simplified acquisition procedures in FAR SUBPART 13.1. EMS Innovations, Inc. is believed to be the sole source provider of the Siemens ACUSON P10 Pocket Ultrasound device. No other organization is authorized to distribute this product. In addition, EMS Innovations, Inc. is authorized to provide application and service support for the ACUSON P10 Pocket Ultrasound device. This notice of intent is NOT a Request For Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to provide this product via email to [email protected] , or by fax to 540-542-2631, no later than September 17, 2010. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
