This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with the procedures in FAR 13.106 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is PR 08-42-0078 and is issued as a request for quotes (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 611420 â Computer Training. This requirement is unrestricted and only qualified offerors may submit bids. FOB Destination shall be NLRB HQ at Washington, DC 20005. Please include your DUNS number and Taxpayer Identification Number (TIN) in your response to this requirement.
The requirement is for On-Site Training for Siebel Essentials, Version 8.0. The details on the training requirements, number of participants, training dates, location and other information is contained in the statement of work (SOW), described below. All interested responsible sources may submit a quotation that, if received in a timely manner, shall be considered by NLRB.
STATEMENT OF WORK â
Requirement: Training Course
The National Labor Relations Board requests on-site training in Siebel Essentials, Version 8.0. The course duration shall be 10 days, shall be instructor-led, and shall contain hands-on exercises.
The Siebel Essentials course shall be technical in nature and cover application navigation, data manipulation, queries, data access controls, data exchange mechanisms, work processes, and business logic automation capabilities.
The hands-on exercises shall allow students to configure the application, load an initial data set, and migrate data between development and test environments. All hands-on work shall be conducted on a host site provided by the vendor.
Appendix A contains a list of specific course objectives and topics that shall be covered during the training session. These topics are the minimum topics that shall be covered during the training session.
Scope: Number of Participants
The maximum number of participants to be trained shall be 16.
Scope: Training Dates
The training course shall be a single 10-day session held preferably from July 21, 2008 through August 1, 2008, but no later than a start date of August 18, 2008.
Scope: Location of Training and Travel Costs
Training shall be held at the following location.

Description of On-site Training Facility
The training facility has 12 workstations with access to the Internet through Microsoft Internet Explorer version 6, Microsoft Windows XP Service Pack 2 (SP2). The workstations are Dell Optiplex 745 Towers with 1 GB of memory. The instructor shall be provided a Dell Optiplex 745 Tower with 1 GB of memory.
A projector shall be connected to the instructorâs computer for sharing of his/her screen with the participants. Video conferencing equipment is available.
Delivered Materials
The vendor shall provide training manuals for Siebel Essentials, Version 8, from Oracle. Each participant shall receive a hardcopy of the manual(s).
Instructor Background
The instructor conducting the training session shall be considered a Senior Principal Technical Instructor and have the following qualifications.
-Oracle Consultant Certified Expert in Siebel 8 via the Siebel 8 Core Consultant course path.
- Extensive hands-on experience in Siebel 7 and 8.
- Previous instructor experience in Customer Relationship Management tools.
- Knowledge in Siebel Analytics, EIM, and scripting.
One instructor shall perform the training in its entirety. The instructorâs resume shall be submitted as part of the proposal. A backup instructor shall be provided in case the primary instructor can not make the proposed training date due to unforeseen circumstances.

Following FAR clauses are applicable to this acquisition, a. FAR 52.212.1, Instructions to OfferorsâCommercial Items (June 2008),
b. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the Lowest Price Technically Acceptable. The Offerors must submit the proposed trainerâs qualifications/experience â e.g., a Curriculum Vitae or equivalent â and provide at least three (3) references from past three years for verifying the customer satisfaction and quality of training.
c. The offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and CertificationsâCommercial Items, with its offer.
d. The clause at 52.212-4, Contract Terms and ConditionsâCommercial Items, applies to this acquisition and a statement regarding any addenda to the clause.
e. Tthe clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive OrdersâCommercial Items, applies to this acquisition and, if any, of the additional FAR clauses cited in the clause are also applicable to the acquisition.
