SOLICITATION # SPE4A514R-0771  Firm Fixed Price Definite Quantity Contract;  Unrestricted Acquisition;  Other Than Full and Open Competition; The only approved manufacturing source is CFM, Cage 58828, NSN 2840-01-453-7947, PR 0049932708, SHROUD,FUEL MANIFO; Critical Application Item; Configuration Control Applies; Quantity of 2250 units; Inspection/Acceptance at Origin; FOB at Origin; Requested delivery is 219 days after receipt of order; Electronic Offers are not acceptable; Progress Payments are not offered as the conditions at FAR 32.5 have not been met; Any manufacturer, other than the approved source, wishing to submit a proposal on this item must submit a complete source approval package and a complete solicitation package.

This is a letter RFP. It is anticipated that this requirement will be awarded against a Basic Ordering Agreement. A letter solicitation will be issued and it will not be posted to DIBBS.  A paper copy of this solicitation will be available to requesters by contacting the buyer directly.  ABVS/PPIRS applies. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation.  All responsible sources may submit an offer that will be considered.  A copy of the solicitation will not  be available via the DLA-BSM Internet Bid Board System (DIBBS).  Sole Source per (FAR 6.302).  The solicitation issue date is 04/02/2014. The anticipated closing date is 02/07/2014.

The provision at 52.2112-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision.  The provision at 52.212-2 regarding Evaluation of Commercial Items is applicable.  All offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer.  The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.  The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
