Synopsis:

Intent to award a Sole Source contract to Moog Corporation for the acquisition of new production units and to upgrade existing units for the OE-273A(V)/URN Tactical Air Navigation (TACAN) antenna on select U.S. Navy ships.

This is a Pre-Solicitation/Notice of Intent Synopsis for a Sole Source noncompetitive award to Moog Corporation for the acquisition of new production units and to upgrade existing OE-273A(V)/URN Tactical Air Navigation (TACAN) antennae. The Naval Air Systems Command (NAVAIR), Maryland 20670, intends to solicit, negotiate and award a Sole Source, five (5) year, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract in accordance with 10 U.S.C. 2304 (c)(1) and FAR 6.302-1. Only One Responsible Source and No Other Suppliers Will Satisfy Agency Requirements. The Government intends to procure new production units and to upgrade existing units down to the Shop Replace Assembly (SRA) of the OE-273A(V)/URN Tactical Air Navigation (TACAN) antenna. The FY16-20 contract will include a basic FY16 requirement planned for award in September 2016 and may procure total quantities up to 9 new production units. The contract will also include options planned for exercise in FY17-20. The FY17 option may procure total quantities of up to 11 new production units. The FY18 option may procure total quantities of up to 4 new production units and 24 refurbished units. The FY19 option may procure total quantities of up to 4 new production units and 24 refurbished units. The FY20 option may procure total quantities of up to 4 new production units and 24 refurbished units.

The anticipated effort is intended to be a Sole Source to Moog Corporation. Moog Corporation is the sole owner of the data rights to the technical package of the OE-273A(V)/URN and its components. As such, Moog Corporation is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort within the time frames required by the Government and with a form-fit replacement that does NOT require engineering efforts to alter existing ships.
