The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to procure a Shipboard AN/URN-25 Tactical Air Navigation (TACAN) Transponder for the Air Traffic Control Division of NAWCAD, St. Inigoes, MD. The intent of this replacement program is to identify a highly reliable and maintainable Non-Developmental Item (NDI) replacement for the AN/URN-25 TACAN Transponder Group, hereafter referred to as Shipboard TACAN. The work to be performed as part of the program incudes the fabrication, assembly, integration, production, test and evaluation, and initial logistics support including documentation necessary to qualify the selected replacement configuration. This will be a full and open competition. This is a Non-Developmental Item (NDI)-based procurement to provide NAVSEA with a form-fit-function solution to replace the AN/URN-25 (TACAN) Transponder Group. This solution will function as a FAA Certifiable Navigation Aid and meet environmental requirements for US Naval Vessel installation. The contractor shall provide all material and labor to produce four (4) Shipboard TACANs for installation aboard any current or proposed Department of the Navy (DON) Ship in accordance with (IAW) the controlling documentation for shipboard installations. The first production system shall be tested and certified in accordance with the specification and all production units produced thereafter shall undergo production acceptance testing, in support of the AN/URN-25 Transponder Group Replacement Program. The TACAN transponder group consists of (2) units; The Transponder and the Remote Status Control Unit (RSCU). The Transponder Group solution shall operate utilizing the existing external interfaces and associated cabling and preference shall be for a form-fit-function approach that incorporates corrections for obsolescence of existing components, infuses state-of-the-art technology and consolidates multiple configuration items into multi-functional open architecture end items. It is mandatory for offerors to register with the Central Contractor Registration (CCR) Database. The CCR provides the DUNS (Data Universal Numbering System + 4 number) number and a companyÂs CAGE (Commercial and Government Entity) code that will be required to conduct business with the Department of Defense. Award will be based on a determination of ÂBest ValueÂ, which may require discussions with the offerors. The evaluation factors will be Technical, Experience, Past Performance, and Price.
