This project consists of improvements at the intersection of Shepherd Ave. and N. Minnewawa Ave. Construction shall include, but not be limited to, the installation of traffic signals, traffic signal loop detectors, a traffic signal controller cabinet, traffic markings and signs to current CA MUTCD standards, right turn lanes and pedestrian ramps, asphalt concrete paving, ADA concrete improvements, and relocation of existing blow off valve. Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., Tuesday, July 9, 2019, at which time the City Clerk will open said bids. Bids shall be submitted in sealed envelopes and marked: Bid Proposal: Shepherd and Minnewawa Traffic Signal. Bidders are advised that, as required by federal law, the City of Clovis is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). Section 2, "Proposal Requirements and Conditions," under subsection titled "Disadvantaged Business Enterprises (DBE)" and Section 5, "General," under subsection titled "Performance of Subcontractors" of these special provisions cover the DBE requirements. The DBE Contract goal is eleven percent (11%). The Agency may consider the DBE commitments of the 2nd and 3rd bidders when determining whether the low bidder made good faith efforts to meet the DBE goal. This project is subject to “Buy America” requirements of the Surface Transportation Assistance Act of 1982 (Section 165), and the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) Sections 1041(a) and 1048(a), Title 23 CFR 635.410, and the regulations adopted pursuant thereto. This project is also subject to the Cargo Preference Act (CPA) implementing regulations in Title 46 CFR 381, “Cargo Preference – U.S.-Flag Vessels”, for all Federal-aid projects.
