Prior to the start of construction, or any "new work dredging", in the Savannah Harbor for the Savannah Harbor Expansion Project (SHEP) the following actions are required:
• 1) The processing of a Record of Decision including Assistant Secretary of the Army for Civil Works and Office of Management and Budget comment and endorsement;
•(2 2) Congressional approval and funding and the execution of an agreement with the non-federal sponsor (Georgia Department of Transportation/Georgia Ports Authority) on how the costs of SHEP would be shared prior to commencement of any SHEP construction activities.
To assist the Corps in planning how this work may be undertaken, this Request for Information (RFI) is being issued to seek input from industry regarding how to efficiently place an initial layer of dredged material in a Confined Disposal Facility (CDF) followed by capping with a second layer of material (cap) while the initial layer remains in a ponded state.
