The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award on a sole-source basis to the University of Nevada-Reno, 1664 N. Virginia Street, Reno, NV 89557-0208. This modeling project will evaluate the hydrodynamic and temperature conditions with and without surface curtains deployed at the head-of-reservoir in the Sacramento River and McCloud River arms upstream of Shasta Dam. The project requires the entire reservoir to be modeled with multiple branches and tributaries using CE-QUAL-W2 version 3.5 or higher. A CE-QUAL-W2 model is specifically requested due to Reclamation's knowledge of the program and its output. Reclamation's technical team can discuss model processes and analyze the results from a CE-QUAL-W2 model. The model output will be analyzed to determine head-of-reservoir conditions during four multi-month time periods associated with out migration of anadromous fish from the upstream Sacramento and McCloud tributaries. The project will determine the influence of head-of-reservoir temperature curtains on the pool upstream of the curtains for conditions of reservoir elevation, inflow, inflow temperature, and outflows in four time periods. Assessment will include evaluation of water density, water temperature, water velocities, water depth, and other factors that will affect fish behavior and survival in the upper reservoir. The authority for use of other than full and open competition for this transaction is 41 U.S.C. 253(c)(1 ) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The University of Nevada-Reno has the only Shasta Reservoir CE-QUAL-W2 model. This procurement shall be awarded using FAR Part 36 Architect-Engineer Services procedures, NAICS code 541330. with an intended period of performance ending September 30, 2015. Anticipated award date is August 30, 2013. All responsible sources may submit a capability statement by 12:00 pm MST, July 15, 2013, which shall be considered by the agency.
