This is a combined synopsis/solicitation for commercial items (supply) prepared in accordance with the format at FAR Subpart 12.6., as supplemented with additional information included in this notice, and is being conducted pursuant to FAR Part Subpart 12.6 and FAR Part 13. The Request for Quote (RFQ) number is EE-133F-13-RQ-0500. This synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-68 dated June 26, 2013. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This RFQ is full and open competition and is 100% set aside for small business and will be awarded as a firm fixed price. The associated North American Industry Classification System (NAICS) code is 424460, which has a corresponding business size standard is 100 employees.
The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries, Northeast Fisheries Science Center's Protected Species Branch (PSB) Apex Predators Program has a requirement for 9,000 lbs of spiny dogfish for bait to be stored in deep freeze until April 2014 (freezer facility must be within 50 miles of New Bedford, MA). The RFQ is attached. This purchase order will be awarded as firm fixed price. Bids will be evaluated based on Lowest Price Technically Acceptable.
