The National Oceanic and Atmospheric Administration (NOAA), Acquisitions and Grants Office (AGO) intends to award a sole source contract to provide a sexual assault sexual harassment helpline. The service will require telephone and an online internet helpline to meet the unique needs of NOAA employees and NOAA-affiliated personnel seeking anonymous, confidential support 24 hours a day, 7 days a week, 365 days each year. We are seeking multiple access points for service and information - an online hotline, website with information and content specific to NOAA's sexual assault response, a click to call mobile device application, and a texting referral option. Additionally, NOAA requires Helpline staff trained to adequately and effectively support victims of sexual assault and harassment. The helpline is a customized, national sexual assault secures online and telephone helpline that provides crisis intervention tailored to the unique needs of federal sexual assault victims for members of the NOAA community nationwide.
The Government intends on procuring these items using FAR Part 13. The sole source authority for this action is granted under FAR 13.106-1(b)(1)(i).
This notice is issued for informational purposes and not a request for competitive quotes. No solicitation is available and phone calls will not be accepted. A contract will not be awarded on the basis of offers received in response to this notice.
Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met no later than 15 days from the date of this announcement. Sufficient detail includes submitting documentation that indicates the vendor can provide software that is in compliance with ITU recommendations and regulations. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no sufficient response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed action based on responses from this notice is solely within the discretion of the government.
