PROVIDE SERVICE MANAGER SERVICES FOR THE OPERATION AND MAINTENANCE FOR THE HOLO ELECTRONIC FARE PAYMENT SYSTEM Solicitation No. RFP-DTS-1397403 The Department of Transportation Services (DTS) and the Honolulu Authority for Rapid Transportation (HART) jointly procured in 2016 a Design, Build, Operate and Maintain (DBOM) contract with a third-party Systems Integrator (SI) INIT Innovations in Transportation, Inc. to help implement Hawaii’s first, account-based, multi-modal fare collections system, known as the HOLO Card System. The objective of the “HOLO Card System” is to enforce the collection of fares, fees, rates, tolls and other charges for use of any and all modes of the multimodal municipal transportation system (to include approximately 545 bus validators, 100 ticket vending machines, 160 fare gates, retail sales terminals, parking controls, and other equipment) and deposit those collections into the City’s Department of Budget and Fiscal Services (BFS) Treasury Division in a fund separate and apart from any other funds of the City. This Service Manager functions consist of the following primary tasks: Program Administration, Holo Card Manufacturing and Supply, Test Facility management, HOLO Call Center Services, Change Management & Project Controls, Field Equipment O&M, Ticket Vending Machine & Fare Gate O&M and Revenue Servicing, Retail Sales Terminal and mobile device O&M, Spares Inventory and Storage, Cellular Services, Paid Parking Equipment O&M, and Performance Assurance. Operations and maintenance responsibilities for the HOLO Card fare collection system will transfer to DTS and the Service Manager after successful completion of testing and acceptance. The contract is anticipated to have a base term of sixty (60) months with the option to award extensions up to an additional sixty (60) months. All interested Offerors and subcontractors are invited to attend a Pre-Proposal Conference and site visit to be held on March 25, 2020.
