PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. 

Request For Quotation (RFQ) number is N66604-20-Q-0223. This requirement is small business set-aside as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). The North American Industry Classification Systems (NAICS) Code is 511210 and the small business size standard is $41,500,000.00.

NUWCDIVNPT intends to award a firm-fixed price (FFP) purchase order to upgrade Siemens’ PLM NX/Teamcenter Software. Only Siemens’ authorized resellers are permitted to complete the upgrade, no substitutions allowed. Please see the attached Brand Name Specification and Statement of Work.

The Period of Performance (PoP) shall be from date of award to 31 July 2020. Delivery shall be FOB destination.

Section 508 is applicable to this requirement.

Payment will be via Wide Area Workflow.

This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the Offeror must quote the item specified in accordance with the Brand Name Specification and Statement of Work attached to this solicitation, in the required quantities. The Government will consider past performance information in accordance with DFARS Provision 252.213-7000, where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.

Defense Priorities and Allocations System (DPAS) rating is DO-C9. 

Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award.  Instructions for registration are available at the websites.

Offerors shall include the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNS.
